Breeder won't give up paperwork!?

I have purchased a dog of which was meant to come with paperwork... It never came. I contacted the breeder on which she said that the previous owners should not have said that as she retains the paperwork. I thought 'great I know where they are now'... So now I need the paperwork I asked the breeder for it and she said 'the dog is kc reg and pedigree but was sold as a pet without paperwork' i keep pushing it but the only answer I'm getting is 'the dog was sold as a pet without paperwork'... So if the breeder is telling the truth and there is paperwork she is refusing to give up, then what are my rights regarding this? I don't understand why she won't give them to me. She is a reputable devon breeder for malamutes, I don't think she is scamming me. But I refused to let this drop, I was under the impression that if you purchased a kc reg dog, u get the paperwork. What are the kennel club rules regarding this? Is there anything I can do? I mean without any paperwork, who is to say I even own the dog. I feel very in the dark with this. I do adore this dog, I got her from a family who couldn't care for her anymore, but I feel as if I'm not even the owner. It can't be right for the breeder to retain the papers from me? Any info any of you could give me would be highly appreciated.
