Is he flirting or just leading me on?

there is this guy that i like. and so far we have just been chatting on FB chat. I see him at church and he gives me hugs and stuff. well today we were on fb chat and i had to log off and i told him to text me and he texed me within seconds and said "hey cutie" and i said hi and he asked if i would cuddle with him. Then we started asking eachother questions and he asked me who i think the cutest guys in our church are and i said three guys that were not him, and i asked him the same question and he said three girls that were not me and one of them that he said was cute was my BEST friend. i'm confused please help
